The discussion applies in particular to the local development agency of the city of Rivera (ADR), located in the northeast of the country. A descriptive, mixed, bibliographic, documentary investigation was carried out with primary data collection to internal and external references to ADR. The results show that the coexistence of both institutions has been difficult, without defining clear roles.
